The constitution of Nepal of
1990 has for the first time in the constitutional
history of the kingdom given special fundamental
rights for the disabled. Of all the development
plans of the kingdom, the 7th (1985-1990), the
8th (1991-1996), and the 9th (1997-2002) are
vocal in pronouncing the policies for the people
with disabilities. The 7th plan spoke about
integration. The 8th plan particularly spelled
out the creation of regional model schools and
community participation. Now, the 9th plan speaks
about bringing necessary changes in Acts and
Regulations regarding the disabled sector and
introducing free education from pre-school to
graduate level with high emphasize on family
and community rehabilitation.
There is a separate Act - "Disabled Protection
and Welfare Act 1982" on behalf of Government
for the protection and safeguarding the rights
and interest of People with Disabled (PWD) that
is in the process of amendment but, the problems
of the blind remains the same due to lack of
political will and commitment of the decision-makers.
In fact, there is no government participation
for the rehabilitation of the blind people except
the educational sector. In this connection,
the co-operation with various national, international
organizations and individual have played a vital
role to promote unity and solidarity among the
BVI people. |
